David Sawtell presented his paper at Cambridge University’s Centre for Property Law’s conference on Regulatory Issues in Property Law last week. He spoke about the ‘interest and the standing of the residential leaseholder in construction operations’, and in particular, the vulnerability of leaseholders to service charge demands, their locus when bringing claims for defective construction works, and the current problems with long leaseholder consultation under section 20 of the Landlord and Tenant Act 1985 when considering the recommendations of the Hackitt Final Report.
